[Bug]: Dropsonde is pulling in the puppet gem

Describe the Bug

When puppetserver is built, it sideloads the dropsonde gem for content usage metrics. This has the unfortunate side effect of pulling in the puppet gem. This doesn't harm anything currently as they're API compatible, but eventually the APIs may diverge. We should correct this as soon as we have a comparable openvox gem.
