composer.lock file is out of sync with the composer.json file

The composer.lock file does not reflect the latest changes of the composer.json file. This could mean that a composer install command will not install what you think it installs.

Yup. When I run the composer install command in the project, I get the following message:
The lock file is not up to date with the latest changes in composer.json, it is recommended that you run composer update or composer update <package name>.

Unfortunately I can not reproduce this error on my side.
composer install command works without issues.
Can you provide more details about your environment:

• php version
• composer version
• commit hash you are on

• PHP 7.4
• Composer 1
• I've just checked out the develop branch

The steps I follow

git clone git@github.com:OS2Forms/os2forms8.git

cd os2forms8

git checkout develop

composer install

I still can not reproduce bug you have.
I just tested in on fully fresh php7.4 environment with latest version of composer (1.10.7)
All steps went through without errors.

However, I found that develop branch did not get 8.9.13 Drupal core update.
I merge missing commits from master branch.

Please pull fresh commits in develop branch and check again.

If you still have this issue I suggest you to check composer version and update it to recent one.

Strange. I've just tested in a fully fresh 7.4 environment as well, and still I get the following:
