Use Keys to manage sensitive configurations

This issue is made after the implementation has been done. It is purely to help keep track of this feature before release.

We should keep sensitive text keys, password and certificates as keys.

Out of the box this works with passwords and simple text keys. We have made os2web_keys that can fetch certificates through Azure Key Vault and HashiCorp Vault.
