Clarify that JSON Schema annotations do not have explicit  semantics defined by OpenAPI.  

keywords like ReadOnly, WriteOnly, Format are considered JSON Schema annotations and OpenAPI does not enforce any specific semantics to these keywords.  Tooling is left to define the impact.

We should add wording to 3.1 spec to clarify that OpenAPI doesn't define this meaning.
