This restructuring splits the remctl module into client and server classes which allows for remctl client support. This is needed especially on Debian systems where the remctl client program resides in its own package 'remctl-client'. Includes updated documentation in README.md and comments, as well as spec tests (but these don't seem to work properly at the moment).
