verify the min/max zooms for templatedFeatures are respected #883
Description
Currently in FeatureLayer.js we have the _handleZoomEnd function which handles the rendering of features based on the min/max zoomBounds. The _handleZoomEnd currently only works with static features, we need to get this working for templated features also including testing.
