When there's no <map-properties> no tooltip associates to <map-featurecaption>

Also, perhaps a feature with no properties should still have a default popup?  Probably not, but noting for discussion.  It's legit to only have a caption, no popup associated we think.

But the tooltip issue needs resolution.
