Remove template for high-frequency output

This issue replaces MPAS-Dev/MPAS-Model#534

The file ocean/global_ocean/template_high_frequency_output.xml should be removed. It is currently not used.

That one was added by mistake. This one is used and correct:

ocean/templates/analysis_members/high_frequency_output.xml

@mark-petersen will remove that other one when he gets a chance.
