Drop BinaryProvider.jl #287
Description
BinaryProvider.jl errors in precompile on Julia 1.8 and Apple Silicon, and should be utterly unnecessary for versions of SQLite.jl which use the _jll binaries. Can we drop this dependency from the next release entirely? (Implies dropping support for VERSION < v"1.3.0" afaict from the package source code, but we've already committed to that in compat, right?)
