Add shift/sneaking version of useOnBlock #9

It would be useful for a lot of modded interactions to be able to shift right click on a block using an item.
I would imagine there could be a variant of useOnBlock like sneakUseOnBlock or even just have useOnBlock take an optional bool parameter.

One example would be interacting with Blaze Enchanters from Create Enchantment Industry, which has some actions that require shift right clicking with items.
