Alignment visualization lines when snapping

This completes the main features needed for #200. 1px blue horizontal and/or vertical lines stretching across the full viewport should be drawn along any snapping point to visualize what's going on with snapping. Now that we have the new overlays system, this is all ready to be implemented.
