Revisit editorconfig for .NET 6+

Change the name of  `editorconfig` to `forevolveconfig` so it does not conflict with the new .NET template.
Validate if the default one is similar enough and if so, remove the template altogether.

Ideas: if changes need to be made for part of the program (tests for example), create a more specific template (ex.: test/.editorconfig) that contains overrides.
