Dev branch - Programs result not longer returning for global query

Same issue as discussed in PR #3314, Programs result no longer returning when I search Chrome. I am on Win 10, and this happened after returning from hibernation (don't think this is relevant). I noticed the memory usage is high at 300mb and querying is laggy a little.

I switched off most of the plugins and just have Programs plugin active, so to demonstrate this clearly:

@jjw24 From your screenshot, I think Program plugin is not included in valid plugins. plugin icon is not updated here
