Make it possible to avoid fbclient dependency in pascal programs using firebird.pas #7194
Description
When pascal/delphi binary is using firebird.pas it's always linked with fbclient dynamic library. This is wrong in a case when fbclient is loaded by that binary dynamically.
Issue was originally reported by one of IBPhoenix clients.
