[GetIt] [ja] Unable to install Delphi4Python Exporter

Steps to reproduce:

1. Use BDSSetLang.exe to switch the IDE display language to Japanese.
2. [Tool | GetIt Package Manager...]
3. Install "Delphi4Python Exporter"

Unable to install Delphi4Python Exporter.
