DNS fallback causes long hang after gossip_store deleted

This was reported by @michael1011 , and fixed by `disable-dns`.

1. Why are we doing DNS lookups when we should have addresses from previous connections, in the db?
2. Do the DNS lookups work any more, or should we be preferring a fixed pool?
3. Should we only do that fixed pool lookup if we're totally gossipless?
