Stratum 0 playbook fails on Ubuntu 22.04 in CI

See https://github.com/EESSI/filesystem-layer/pull/198/files. For some reason the Stratum 0 playbooks fails on Ubuntu 22.04 when creating the repository, while it works fine on Ubuntu 20.04 and Rocky Linux 8. Seems related to https://cernvm-forum.cern.ch/t/overlayfs-on-top-of-cephfs/120/5?

Looks like the issue has resolved itself: in #229 the check suddenly started passing again, see https://github.com/EESSI/filesystem-layer/actions/runs/16829587624/job/47673815110?pr=229.
