Data browser in OPI always in front

If I try to place a widget on top of the data browser in an opi the new widget is always behind the plot. I tried to put a visibility rule on the plot to make it disappear but it does not honor the rule either. This is with version 4.1.5

I can reproduce this on 4.2.x.

The layering only works among Draw2D or among SWT based widgets, but not between those two.
SWT widgets like a "Native" button or text entry, Data Browser, Web Browser widgets cannot be layered with Draw2D based widgets.
