Host swa-cli.config.json schema

We are planning to consume the json schema https://github.com/Azure/static-web-apps-cli/blob/main/schema/swa-cli.config.schema.json file in the https://github.com/microsoft/vscode-azurestaticwebapps extension in our end of October release. We'll use it to provide autocomplete and inline documentation for swa-cli.config.json files.

Currently we are pulling the schema from this repository, using the raw file url (unreleased). Before we release we'd really like to have it hosted somewhere like @manekinekko mentioned in #294 (comment)
