missing diagnose for interface with initialized field

### Bug description

ASC does not diagnose for these code which will diagnose `An interface property cannot have an initializer.` in TS
```ts
interface NS {
  v:string = ""
}

class T implements NS {
  v:string = "";
}

new T();
```
