Execution fails when run from a fork PR

Describe the bug
After a successful diff, the action tries to comment on the PR.
This works, when you try to integrate the tool on your own repository where you have all the rights, but it fails on PRs to forked repositories as the rights are not sufficient to comment on the target PR.

Suggested Solution

• Do not try to comment on Fork PRs but instead show an info/warning output in the Github workflow summary
