Automatically build and verify the tutorials table of contents

Currently we have to manually update the tutorial TOC:
https://github.com/tensorflow/addons/blob/master/docs/tutorials/_toc.yaml

This is error prone and we would like to to build and test this in our CI if possible. Currently PR #1653 is out to determine the best way to do this.

Hi @bnriiitb #1653 more or less adds this functionality. If you'd like to work off that branch and move it to check_source_code as suggested here that'd be much appreciated:
