chore: CSS tidy up

More CSS tidying up, before I embark on adding :is(...) support per #9549 (comment):

• move files to a more sensible location
• rename things so that they reflect CSS grammar ('complex selector', 'compound selector', 'relative selector' etc)
• add some inline documentation
