Prerendered dependencies are SSR'd in production

Describe the bug

The second half of #3848 — https://kit.svelte.dev/docs is failing at the moment because (AFAICT) it's attempting to server-render /docs.json which was (necessarily, because it uses the filesystem) prerendered during build.

SvelteKit has logic for loading e.g. static/docs.json via fetch rather than attempting to server-render it here...

...but it's not applying that same logic to files that were generated during prerendering.

This is maybe something to do with issue I am having with my sveltekit package I made and importing into my sveltekit project. I updated both to latest stuff and now when I import my components that I exported in an index.js file i used to be able to do import { Button, Toggle } from "sveltekit-ui" and not gives error similar to this I already spent all night switching every place of app to instead import like

import Button from "sveltekit-ui/Button/index.svelte 
import Toggle from "sveltekit-ui/Toggle/index.svelte 

which works but I want to so it the other way I had it

I was looking at this one as an issue I might try to take off of your plate, but I can't replicate. Visiting https://kit.svelte.dev/docs correctly redirects to /docs/introduction on both Chrome and Firefox (I tried in incognito/private windows as well). Was this fixed at some point?
