Add Navigator's ProtocolHandler methods

Add to Navigator the two protocol handler methods:
- registerProtocolHandler - https://developer.mozilla.org/en-US/docs/Web/API/Navigator/registerProtocolHandler
- unregisterProtocolHandler - https://developer.mozilla.org/en-US/docs/Web/API/Navigator/unregisterProtocolHandler
