Build: Update dev deps (mainly babel and rollup)

Ran build/review-package.js to review any changes to the output,
but nothing of note changed.

The `createCommonjsModule()` function is no longer generated, instead
its logic has now become inlined. Also, it seems for the third or
fourth time in a row, the decision of whether or not to preserve a
file comment has changed. So there are once again various comments
now preserved that were previously stripped, and various others
that were previously stripped are now preserved again. Curious indeed,
I wonder what upstream is doing here.
