Pull request template changelog link broken #4156
Description
Doc bug:
When viewing the PR template inside the repository, the link seems fine but while inside a PR the link breaks and points to https://github.com/changelog/README.rst, which does not exist.
This happens because the link is relative, I even accedentaly replecated this while writing this issue:
