Update JFR Native Image Support for compatibility with JDK 17

The JFR Native Image work interfaces with the Java API coming from OpenJDK. Changes to the API need to be supported by the JFR code in SubstrateVM. This issue covers the work done to make sure native images produced with JDK 16 and 17 function correctly when JFR is also enabled.
