Removes use of Debian 10 from the EVG configuration similar to what was done for mongodb/mongo-c-driver#2044 to assist with progress on DEVPROD-13413. Our only use of the
debian10distro at the moment is for the compile-only matrix, for which we have plenty of comparable coverage.
