Support for dynamical generators in qdk_sim_experimental noise models

Please describe what you would like the feature to accomplish.
As part of #914, we will need to be able to expose descriptions of noise continuous-angle intrinsics through existing noise modelling APIs in Rust, C#, and in Python.
