Resolve data before Ctrl will be executed

Is it possible user standart RESOLVE logic in router?
I need preload some data before controller executed...

Yes it does. You just pass the resolve property as you normally would. angularAMD uses a internal __load key to resolve controller. If you run into problem, create a plunker or jsfiddle and reopen this issue.

The basic problem is that your initData's promise is never resolved. As per documentation for $routeProvider:

resolve - {Object.<string, function>=} - An optional map of dependencies which should be injected into the controller. If any of these dependencies are promises, the router will wait for them all to be resolved or one to be rejected before the controller is instantiated.

Take a look at this plunker:

As you will see, the controller is initialised correctly but for some reason your initData's promise is never resolved.

Also RESOLVE can be a function with return state, regardng last documentation:

resolve - {Object.<string, function>=} - An optional map of dependencies which should be injected into the controller. If any of these dependencies are promises, the router will wait for them all to be resolved or one to be rejected before the controller is instantiated. If all the promises are resolved successfully, the values of the resolved promises are injected and $routeChangeSuccess event is fired. If any of the promises are rejected the $routeChangeError event is fired.

@paveleremin my point is that if you return a promise, that promise must resolve before controller is loaded. In you second example, the promise resolves and therefore the code works. Try to use $timeout inside of your original code and it should work as well.

@marcoslin Route resolution doesn't work for anonymous controllers. Well, to be exact, the resolution works, but injection of the controller fails.
