[logcat-parse] Update to Mono.Terminal 5.4.0 (dotnet#654)

Update to [Mono.Terminal 5.4.0][0], which targets .NET Standard 2.0.

Note that the assembly name changed from `Mono.Terminal.dll` to
`LineEditor.dll`, so we will need to update the installers when we
bump the Java.Interop submodule in xamarin-android.
