Add wrapper to cabal install target

I forgot to add wrapper to cabal install targets

Maybe i have to add a cabal v2-update to the script: if the cabal.project index-state is newer than the local index-state it cant use it

Finally i didnt add the cabal update, cause it is a global change and we can break things.
I 've changed the cabal.project.index-state cause the actual showed a warning for me:

Warning: Requested index-state2020-01-31T22:59:59Z is newer than
'hackage.haskell.org'! Falling back to older state (2020-01-31T21:11:24Z).
