{WIP} Focus getting started content

This PR modifies our Getting Started page to be crisp, specific, and focused on providing users with critical information to get them going with our SDK. It both removes walls of text and links to reference material that are important, but not critical to getting started.

This draft is a WIP for design feedback (though technical errors should be fixed if I've made them). If we like it, I will build it out for the JS children, then test across other platforms.

This link should probably point to /platforms/javascript/configuration/filtering/#sampling That being said, does sampleRate supersede tracesSampleRate?

That's a better link, thanks. I don't know the answer to your questions, @HazAT - which sample rate takes precedence?

• Convert the Vue GS page

Note that I won't convert Ember at the juncture, as @k-fish has a working PR for this (#2124) and I can work on that branch with him, as needed.
