Flutter's ICU was out of sync with chromium. As result chromium roll to Fuchsia is currently blocked. See fxbug.dev/70621 for details.

Landing these rolls can be difficult because licenses_third_party is a moving target that is frequently updated by automated rolls of other components.

I can create a PR to roll ICU after #24616 lands.
