Fix 3p license files (#7453)

Fix the third party license files. All the 3p libs we bundle happen to
be Apache-2.0, which makes this easy. We need to include the apache-2.0
text, as well as each lib's attribution notice

Tested by extracting the maven artifact and inspecting the
third_party_licenses.txt file
