forward slash not needed for S3 repository base path #23435
Description
Due the following change the forward slash is not needed anymore in the base_path configuration of an s3 repository.
We should add a note in our documentation (https://www.elastic.co/guide/en/elasticsearch/plugins/current/repository-s3-repository.html) that explains this.
