SDK ZIP does not include all AppHost packs

#46911 has caused the removal of arm64 and x86 AppHost packs from x64 version of SDK ZIP package.

This should be fixed as it is a regression. This is affecting builds in deployment-tools repo, see dotnet/deployment-tools#437

The fix should include relevant tests to prevent future regressions.

@ViktorHofer That's good to know. What is the expectation then for people that relied on this behavior? Are they forced to use the MSI's to get all the potential targets? Should they pull down the specific ZIP file for their target architecture and build with that? The latter solution breaks multi-RID targeting and that is definitely going to impact users of tools like DNNE.

I assume this was done for a good reason so having recommendations, likely on the breaking change announcement, will be needed.

For now I'm trying the workaround from https://github.com/dotnet/aspnetcore/blob/bf35ffd18d1c865f2eef3c571bd821e3c214e0d0/src/Servers/IIS/Directory.Build.props#L9-L26

If that doesn't work I'm not sure how I build an arm64 host on x64 hardware.
