Find All References doesn't find some references

Repro steps

1. Open VisualFSharp solution in VS
2. Go to CompileFromCommandLineArguments
3. Issue Find All References

Expected behavior

Finds all references.

Actual behavior

• Results are missing a reference in fscmain.fs and in UnitTests project.
• Go to definition from the missed places does work.
