Somehow the latest class-parse gives more parameter names on api-26 (we have no idea what caused that). That somehow resulted in some event generation related breakage, which is also fixed in this change.

We can fix this by updating one of the tools projects that references this package to copy `Mono.Options.pdb` to the Output Directory. Once the file is in the right output path, update the installers so that `Mono.Options.pdb` is included in the Xamarin.Android installers.
