webdev: add --enable-experiment option to `daemon` and `serve` commands

Webdev needs to pass this option down to build_daemon and expression compiler worker so we can validate language experiments before they ship.

Closing this - we can pass -- --enable-experiment flag to webdev that passes it to the build, we should add flags affecting the whole app to the ddc metadata so it can be passed to the expression compiler.
