[C2] track_e_access not updated with new tool

The track_e_access table should get a new record everytime a user enters any tool in a course, but it seems this is not working for tools that were rewritten in C2.

For example, when entering the learning path tool, I get a new record, but when entering the documents tool, I get nothing.
