Bump jsonwebtoken and netlify-cli (#7)

Removes [jsonwebtoken](https://github.com/auth0/node-jsonwebtoken). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.


Removes `jsonwebtoken`

Updates `netlify-cli` from 10.18.0 to 16.9.3
