Maintenance: align log buffering to spec

Summary

In recent PRs we have been implementing a new feature for Logger that allows to buffer logs. During an internal bug bash we realized that the implementation deviated slightly from the spec defined in the RFC for the feature.

We need to address this and change the implementation accordingly.

Why is this needed?

So that we can deliver the feature as we designed it.
