Maintenance: bump dependencies + add `peerDependencies`

Summary

We should address two tasks related to dependencies:

• bump the project's dependencies to the latest versions available that support Node.js 14>=
• set peer dependencies on each one of the utility to increase compatibility

Why is this needed?

This is part of the regular maintenance, and at least until we enable Dependabot again (which requires #1664), we must periodically bump the project's dependencies manually.
