Bump num to 0.4.0 #293

Description
Num is currently set to 0.2 but the most recent num is 0.4.0. This means my crate that uses 0.4.0 num-complex doesn't work with arrayfire, so I have to recast the pointer. It would be nice if num were up to date with the rest of the num ecosystem.
