ThrowablePatternConverter does not support "filters(packages)"

The package filter is only supported by ExtendedThrowablePatternConverter and RootThrowablePatternConverter.
It would be nice if ThrowablePatternConverter would do the same.

Exception rendering logic of PatternLayout has quite some room for improvement. Various components evolved individually rather than building upon a shared foundation. This causes behaviour discrepancies similar to the one you reported. Another broken directive is %xEx{ [ "short" | depth ] }, see LOG4J2-3627 #1137. I would appreciate a structural fix there.
