PyPi Deploy Broken

Looks like the PyPi release action is broken, it's showing:
HTTPError: 400 Client Error: The description failed to render for 'text/x-rst'. See https://pypi.org/help/#description-content-type for more information. for url: https://upload.pypi.org/legacy/

guidance suggests using the readme_renderer module from PyPi to verify the rendering

The steps I used to debug:

pip install --user --upgrade setuptools wheel twine readme_parser
python setup.py sdist
python setup.py bdist_wheel --universal
twine check dist/*
