Fix links and update to latest template

Fixes a bunch of obsolete links to previous Pythia binder, and gets this cookbook up to date with the latest template.

The nightly-build badge is currently pointing to the wrong build (Cookbook Template). This PR fixes that. it will also fix the broken Binder link that appears in the Gallery.

I don't understand why the preview link didn't appear. It's here:

Unfortunately this cookbook is suffering from the same link-checker problem with noaa.gov that we've found in ProjectPythia/intake-cookbook#31 and the Radar Cookbook.

Seeing if we can use the same "spoofing" strategy from Foundations (ProjectPythia/pythia-foundations#262) to get around the link-checker restrictions.

If this works, it's a better solution than simply skipping those links (as is currently done in Radar Cookbook, ProjectPythia/radar-cookbook#121) because we get a valid link check.

At the moment the links to the NOAA sites https://www.ncei.noaa.gov and https://www.ncdc.noaa.gov seem to be down, so I'll have to come back to this later.
