Visibility and display attributes

There are many requests for finer-grained control over both ordering and visibility of elements, etc. These have been implemented in different integrations but might need to be in the spec, proper.

I'm taking a look at using overlay specification to solve issues.

• Visibility - could be handled the same way as in Mark endpoints as private/hidden #433
• Ordering - assuming this refers to ordering operations within a spec, overlay would not help here

• Visibility is tracked in Mark endpoints as private/hidden #433 as noted above
• Ordering is handled in 3.x by using tags matching the ordered Tag Object list in the OpenAPI Object
